Energy Regulations & Benchmarking

No Statewide Benchmarking

Oregon does not have a statewide benchmarking law, but Portland has adopted Building Performance Standards requiring commercial buildings to meet energy performance targets with escalating requirements through 2030. The state's climate legislation (HB 2021) mandates 100% clean electricity by 2040. Portland's Clean Energy Community Benefits Fund adds a surcharge on large commercial operations.
